The great thing about capitalism is it allows you to put your money where your mouth is. At least it does if you're filthy rich. Zuck is betting on human neurological uniformity. Dumb! Of course, there's two points here worth mentioning. First, Zuck is using his charitable foundation to do it. He may think of it more as doing charity. Second, Africa is a populous continent. Even assuming Lynn's estimate of their average IQ is correct (at roughly 70), and they'd need 4 sigma outliers to be good developers (where Europeans need only 2 sigma outliers), among 800m sub-Saharan Africans there will be 1.68 million sufficiently smart people.
Yeah, and Africa needs those million geniuses to go to San Francisco to design better ways to lure housewives into sharing their gossip online.
There is indeed something unusually loathsome about that young man. I do not use Facebook. His personality is why. The first time I heard of him was in some arbitrary YouTube clip, Fox Business. A TV business journalist in a $3000 suit was interviewing the man live about something or other. Zuckerberg, insufferable twerp, hadn't even a blazer to cover his gray t-shirt. Unfortunately, I don't believe that he cares whether I use Facebook. In Bill Gates' day, I never cared for Gates, either; but with Gates it was never a personality issue. So, no, I don't like the Zuck any more than you do -- not that our dislike does him much harm! The network effect that maintains Facebook's monopoly is fascinating, though.
What you propose has already happened in India. From the British Empire they inherited a nationwide university system with brutal IQ tests at every level. The best of the best then emigrated to America, seeding the stereotype that Indians are STEM geniuses. You meet good developers when discussing outsourcing your software to India, but as soon as the contract is signed, they hand the project over to imbeciles.
Yes, the stereotype of the 'smart Indian' is probably the only stereotype that actually isn't true. Their PISA scores tell us that their national IQ is in the mid 70s, if not lower.
Your math is off. The remainder above 4 sigma is 0.0031%, which comes out to about 25000 people. America imports more Indian H-1Bs in a single year.
He's not actually betting on HNU. Instead, he's betting on a wage gap that will allow him to hire (inferior) product at a much reduced price because they're perfectly happy to work at a third of the price of a white developer who's twice as good. All the pious moralizing about how it's good to issue more H1B visas is just a smokescreen.
Oh come on, he's not as stupid as that. An IQ 130 developer is not twice as good as an IQ 115 developer, in fact the IQ 115 developer is probably not a developer at all. Are all those families who adopt black children (or black embryos) betting on a wage gap or doing it for any economic reason?
